I assume you are talking about the 2000 & 4000 ppm outputs from
something like the 1227730?  Those are driven by open collector outputs.
 In other words, switches to ground.  The destination circuit is
expected to have a pullup resistor.

The 4000 ppm output(s) will have the same duty cycle as the VSS sender
signal.  The 2000 ppm outputs will of course be 50% (unless the VSS
input frequency isn't constant.)
