Does that chip need to be removed

Not wiht using an adapter.  Get a AHW60G-NO  from Digi-key  800 344 4539.
It's largeenough to make two 28 pin adapters.  It's what I use.

What would you recommend for a chip burner?

I use Needhams, thou there are others

I use a Datarazer II, lots of sources, price shop the electronics sites.

  Do I make the adapter you mentioned?

When you see the part and know to cut it in two to do just the prom it gets
apparent.
