Are my posts making it? was Speedometer Scaling

I've posted this question a couple of times, and refusing to believe that
no one here knows the answer, I'm curious as to whether my posts are
actually making it to the list!

---
In the $EE PCM from my '94 Vette there are three values that contribute to
the speedometer scaling. With a 3.08 rear end and a 285-40ZR17 tire, they
are:

Speedometer Scaler: 25
Speedometer Scaler Fraction: .984
Scan Tool Speedometer Scaler: 41.5

(These number are after massaging into some unknown units by TunerCat
software). Could someone summarize what these numbers mean in the real
world, and how one would tweak them for a gear change to, say, 3.45:1?

Thanks for any info!
