It is more customary to use pullup resistors with switches to ground. 
With TTL logic, that was almost required.  Even with MOS parts with TTL
compatible inputs, placing the switch in the ground side adds noise
immunity.  Switches to ground are also safer in case of accidental
shorts.  (Imagine shorting between the metal case and a signal.)
