The external number on the sticker, and internal PROM ID may sometimes be
close, but normally never match. Examples:

SCAN ID 1989 2.0L Chevrolet

1041 SCAN ID       PROM ID is APKH2052
2051 SCAN ID       PROM ID is AKCW0405
2061 SCAN ID       PROM ID is AKCX2566
4841 SCAN ID       PROM ID is AKYZ2582

Here's one that blows all theories...

6442 SCAN ID       PROM ID is ABKL2330 or ABKL1062
from a 1988 2.0L Chev. Same scan ID different external part no.
and different GM 8 digit order number.
