Mike the heater is on whenever you have it on. Most Gm vehicles have it on 
whenever the ignition is on. On some applications I wire it in with the fuel 
pump feed.
That keeps the power usage down for extended key on engine off periods. 
Remember, the ground wire is for the heater element only on the three wire 
sensors.
The sensor ground is the same as the single wire O2, i.e., ECM grounds.
