Based on the last person on this list who had this experience, do you
have the eprom plugged in?   The last person was using an adaptor and
had the non-eprom end plugged into the adaptor and got results similar
to what you have.

The only way I have gotten the above sort of results is when I damaged
my programmer by plugging in the 20V supply rather than the 9 V
supply.
