I thought passer-by was for when you are just kinda idling
down the housing editions - not giving it much gas at all, just
kinda putzing down the road.  You are the passer-by to someone
standing in their drive way, and I'm sure the fed's have a 
limit on how loud a car can be at certain speeds.

CARS I've never heard of.  CAGS though - computer aided gear selection
Forces you to shift from 1st to 4th gear under certain conditions
for fuel economy.

n/v tells you what gear you're in.  Certain ratios or ranges exist
for each gear (probably various somewhat on a car by car basis).
