I think its an american thing.  Most other developed countries have moved or
are moving to a federal sales tax, but the US still has this anti-federalism
thing going on.  In fact, Canada makes you pay federal -and- provincial
sales tax on interprovincial purchases, though you often get away with just
the federal unless the two provinces involved have their act together.

Personally I'm not complaining about the current situation here in the US,
but don't expect it to last forever with the Internet eCommerce boom.
State's rights are all-important until cash is involved :-)

I bought a 502 from SD and was pretty happy.  Only thing to watch is that
their freight quotes assume you have a commercial loading dock.  Its a
significant surcharge to get it to a residential area.
