Can you load the .bin into a hex editor such as hex workshop?.
If so, the first line would look like

             0   1     2    3    4     5     6    7     8     9     A    B
C   D   E     F
0000    00  01  02  04  05   0A  0E  FF  AA  BB  AC  00  03  04  AB  AC
0001
0002
continuing
12A0   11  12  13  11  14   00  0F   EF  AF  DF  EF  FF  0F  F0  DE  AD

Location  0000  is 00
               0003  is 04
               000F     AC
Location 12A9 would have a value of DF
