95 S-blazer base timeing

Hey does anybody know what the procedure on setting base timing on a 95
S-Blazer 4.3L CPI Vortec is.  This is the underhood ecm with the OBDII
(or partial OBDII?) setup.  Haven't been able to find a EST Bypass
connector yet.
