You can get high resolution with a magnetic pickup off the 
starter ring gear.  I think it would be a coil wound around a
weak magnet, pointed at the outer dia.  Just connect it to
a counter with the same base as the number of teeth for
rpm.  Of course for absolute position you would need 
another input to zero the counter.  Bruce Roe
