It seems GM and OTC buy tech2  from HP.  OTC then buys flash
card from GM's Ross Perot division EDS.   I have not seen
any Chrysler DRB's on open
market.  You can get a Ford NGS scanner with flash system
for about $3000
I was asked to be a witness in a SPX/OTC case against some
computer firm
last month.
