The TBI references the regulator to the atmosphere. Port is to manifold
vacum to maintain the same fuel pressure differential across the injector.

Yep, eprom burning is a simple as it sounds. The other questions
are too dependent on what bin/engine/ecm, etc. . ., is involved.
