1227165 CTS trouble



Hi. I'm looking for some technical advice. I've searched the archives
(my downloaded copy) and have found no answers.
Working on a 1987 350 TPI 1227165 (BUA, from a GTA) recently
transplanted into another car. Finally got a scan tool last week and now
I know why one of the cooling fans runs soon after startup: CTS goes
from 113 degrees F, slowly to 120, then jumps to 240 withing a few
minutes of start-up. There are NO trouble codes set.
Replaced the CT sensor (re-tested new sensor and it changes resistance
correctly as did the old one) and the wiring tests ok. I went to board
level using Ludis' schematics and the circuit checks out to the IC's.
Everything else scans within acceptable parameters.
GM flowcharts only test for DTC 14, HI temp or DTC 15, LOW temp. When I
pull the CTS connector, I still scan 244 degrees F. Voltage on pin C10,
CKT410, is 3.98 VDC, GM wants 5 VDC. Is this a "faulty ECM?" Is there
something else to check?
