if the manifold is glowing hot then i would guess that this is the red dust 
coming out of the exhaust.  @ my office we use Stainless Steel tubes for 
converters & after you run them for a while @ 700 Deg C you start to get 
scaling  when this happens it starts to rust & flake out.  i would imagine 
that this is much easier in a car exhaust than in my instruments as the car 
sits out @ night & gets water condensing in it.  i bet when you have it wide 
open that the motor is running lean  (as the other gent suggested) & now you 
are seeing the rust coming out.  if you can monitor the O2 sensor check it 
out & i bet you are going to see it drop off.  to check this theory, turn up 
the fuel pressure a touch & see if it goes away (or runs a little better).  
how many miles on it?  if over 100K change the fuel pump & call it a day
