A compiler for assembly language is commonly called as "assembler". There
are lots around for the HC11...

A macro assembler for the HC11 is available from:

Some incomplete, (but usable) doco I've been trying to finish for the last 18
months is available from:

I also have a disassembler for the HC11. There are also lots of these, as you
note. Mine has a some nice features including local labels. Again, documentation
does not fully reflect all the available features.
