EGR on/off temp

OK, I know it's been written and confirmed here that setting 1b3 to 0
disables the EGR by setting the on temp out of range. The question is, why
is 0 not FF the setting to go to? Is the temp table inverted for some
reason? How is the temp converted from hex to C? Arrrgh, what am I missing?
