Fill the bottom half of the 27512 with FF's.  That way it'll program
faster - and you won't be wearing out the EPROM cells.

A 1227165 or 1227730 hooks a 27256's VPP pin to 5 volts.  In a 27512,
the pin is reused for address line A15.  Hence, the '7165/'7730 will use
the '512's upper half.
