Read Plugs , Watch for "pepper" [ 2 much lead / detonation ]. Tuning for Lean Best - power is the fastest in both ET and Engine Melt Down. Always tune to Rich -Best power. Not "quite" as fast, At least , you get to make another "pass" without scraping pistons off the bottom of the pan. Every engine is different in AFR / Spark tolerance. In the end, consistency wins. 100 lbs removed from
   car is about a tenth. [ Quick Answer :].

Would a 13.2 WOT air/fule ration be considered too lean ?  Going from 11 to
12 gave me a tenth in the 1/4 mile. Could 13 be considered fairly safe ?
This is for a speed density TPI Z28 with a 730 ECM and quite a few mods.
