Min Cool for Closed Loop Fuel

In the program TunerCat there is an ECM constant called "Min Cool for Closed
Loop Fuel" for the 730 ECM.  What exactly does this mean?  The stock setting
is 45 degrees C (113 F).  Does this mean that if for some reason the ECM
sees an outside temp of 114 degrees (through use of the MAT sensor) then
closed loop will never be reached?  Or, does this value apply to coolant
temperature through the CTS?  Or, something else??
