Yes.

The BLMs are used for "everything".  Under certain conditions, the ECM
does a sanity check of the BLM.  If the ECM doesn't like the BLM, it
"substitutes" a safer value.

Of course, the BLMs might not correct the VE table very well for PE
conditions.  That's when the actual AFR can vary from what the ECM
thinks it is injecting.
